Kenya Gazette Highlights: Key Legal Notices, Electricity Tariffs & Tax Changes (14th August 2026)

1. Public finance
Statement of Actual Revenues and Net Exchequer Issues as at 31 July 2026 published.

2. Energy — EPRA monthly adjustments – The Energy and Petroleum Regulatory Authority (EPRA) notified electricity consumers that electrical energy prices for meter readings taken in August 2026 would attract a Fuel Energy Cost Charge of 351 Kenya cents per kWh and a Foreign Exchange Fluctuation Adjustment of 117.77 cents per kWh.

3. Water tariffs — The Water Services Regulatory Board (Wasreb) approved reviews for 4 utilities namely Kisii Water and Sanitation PLC (KWASCO), Eldoret Water and Sanitation Company (ELDOWAS), Murugi Mugumango Water Society and Narok Water and Sewerage Services Company (NARWASSCO)

4. Land acquisition – National Land Commission intends to acquire parcels for the Turbo–Shikhendu Road upgrade and Nairobi–Naivasha SGR Phase 2A, Kajiado County.

5. Business, corporate and courts

Directline Assurance Company Limited faces two separate liquidation petitions at the High Court at Garsen by minor claimants suing through next friends. Both are directed for mention on 1 October 2026.

Consumer class action against Optiven Limited— Hon. Justice Francis Nyungu Kyambia granted leave on 4 August 2026 in HC Civil Suit No. E033 of 2026 (Kiambu) for Peter Mulati Nabiswa to sue representatively under Order 1 Rule 8 and s.4 of the Consumer Protection Act. The class covers persons who, in the preceding six years, paid deposits/reservation fees for Optiven land parcels, received an unsigned draft Agreement for Sale, and never executed it.

Timac Agro East Africa Limited — creditors’ voluntary liquidation; Tejas Joy Bhatt and Saheel Mohamed shakeel appointed joint liquidators by special resolution of 22 July 2026.

Bankruptcy petition — Martha Khayanga Tulienge, a debtor’s own petition .

Companies Act strike-offs — a very large intended-dissolution roll under s.897(3), covering hundreds of companies including an extensive run of “Afri-” prefixed entities. Three months to show cause.

Co-operatives — liquidation of Mandera Handicraft CS Ltd extended a further six months, John Ndungi reappointed liquidator

Mental Health Act — Lucy Wanjiku Ngugi appointed manager and legal guardian of the estate of Lucy Wanjiku Mukami

6. Trade and customs

• Overstayed goods auctions — Kenya Revenue Authority lists uncleared cargo at Mombasa CFS Cluster A1 and ICD Nairobi. Thirty days to clear, then online public auction via ibid.kra.go.ke on 28 Sept – 2 Oct 2026, with viewing 24–25 September.
• Sotik SEZ Ltd, Bomet County — appointed a customs area


7. Counties

• Mombasa — road naming 5 roads renamed in honour of the late Hon. Ramadhan Seif Kajembe, the late Hon. Masoud Mwahima, Maj. Gen. (Rtd) Aboud Abdalla Rafrouf, the late Hon. Ahmed Shahame Mwidani, and the late Hasmukh Patel (founder, Mombasa Cement).

• Mombasa — heavy vehicle restriction : vehicles above 10 tonnes barred from Nyali Bridge, Fidel Odinga Road, Links Road, New Malindi Road, Zakhem Road, Dr. Felix Road, Mt. Kenya Road and Ras Kisauni Road during peak hours (6.00–9.30 a.m. and 3.30–8.00 p.m.), 14 August to 13 November 2026.

• Nairobi Dr. Isaac Kalua appointed Chairperson of Green Nairobi Limited with six directors; Agnes Mumbi Ngaru re-appointed to the Nairobi City Water and Sewerage Company board.
• Turkana : mass classification of public health facilities by KEPH level — several hundred facilities gazetted, effective on publication.
• Kwale (GN 13195): hospital boards constituted for Msambweni County Referral, Kwale, Kinango, Samburu and Lungalunga sub-county hospitals.
• Kakamega (GN 13194): special County Assembly sitting on 18 August 2026 to consider municipality board nominees and a motion on alleged non-payment of salaries by Papaton Security Services Ltd.
• Nandi (GN 13196): Henry Kipkorir Tarus appointed acting Clerk (as Deputy Clerk–Administration) from 14 August 2026.
• Physical planning: Murang’a (Kathangi Estate zoning plan complete), Mombasa (six informal settlement regularisations proposed — Vikobani, Miritini 1134, Cheleng’a, Bombo-Maziwani, Owino Uhuru; plus Majengo replanning complete), Isiolo (plot regularisations), and Kisumu County Physical and Land Use Development Plan 2026–2036, preparation to commence 1 September 2026, comments by 31 August.

8. Political parties (Registrar of Political Parties)

• Provisional registration applied for: Pragmatic Party of Kenya (Pragmatic) — gold, black, green and white; symbol a calculator; slogan “Suluhisho amilifu” (GN 13191).

• Farmers Party changing symbol (maize stalk → maize stalk with three ripe combs), slogan (“A touch of stomach” → “Sauti ya Wakulima”) and colours (GN 13185).

• Kenya Reform Party relocating its head office within Rosslyn Riviera House (GN 13189).

• The New Democrats amending its party constitution (GN 13190); further notices cover officials changes at other parties.

• Jacob Ngwele Muvengei appointed a Member of the Political Parties Disputes Tribunal for a non-renewable six-year term from 6 July 2026, by the Judicial Service Commission (GN 13015).

9. Health, environment and regulatory

• Public participation — East Africa Centre of Excellence in Urology and Nephrology Order, 2026 (GN 13016): the Health CS gazetted a Regulatory Impact Statement for a draft Order to establish the Centre under s.3(1) of the State Corporations Act, providing specialised and tertiary diagnostic urological and nephrological services to Kenya and the wider EAC. Note: memoranda were due within 14 days of publication and the stakeholder meeting was scheduled for 6 August 2026 — both dates precede this 14 August gazette.

• NEMA ESIA reports open for comment (GN 13217–13222): Eldoret IHS Green Affordable Housing (270 units in three blocks, Elgon View, Uasin Gishu — proponent International Housing Solutions-Kenya); a residential development on Eldoret Municipality Block 9/1932 and 9/1933 along Elgeyo Road (Tsavo Pioneer Eldoret Ltd); and residential apartments on Nairobi/Block 21/255 off Riverside Drive, Dagoretti North.

• Physiotherapy Council of Kenya (GN 13206): a large first tranche of registered and licensed physiotherapists gazetted under s.22(3a), pp. 4012–4026.

• Communications Authority (GN 13183, 13184): licence applications including Onanawaves TV Ltd (Ushirika na Nuru TV), Eldoret — commercial free-to-air television; 30 days to object.

• Distributive and Allied Trades Association (GN 13205): notice of change of name / constitutional amendment; 21 days to object.

These are the most substantive law changes flagged by the issue and warrant separate review — the electricity open-access regulations, the banking fee rules, the PBO transition extension and the two Acts in particular.

11. Routine and bulk content

• Land Registration Act (pp. 3935–3955): approximately 150 notices for provisional certificates, new certificates of lease and replacement titles — the largest routine block. Includes several parcels held by Brisk International Limited in Athi River.

• Disposal of Uncollected Goods (pp. 4042–4043): auctioneers’ notices covering impounded vehicles and motorcycles, including a large lot at Taru Police Station (Windsor House Auctioneers) and another by Makys Auctioneers.

• Change of Name (pp. 4043–4047): 28 notices.
• Corrigenda (p. 3934): eight corrections to earlier notices, mostly succession cause details.
