Key State Appointments & Executive Actions

• Conferment of Ambassadorial Style: President William Samoei Ruto conferred the Honorary Title and Style of Ambassador upon Dr. Fatuma Ibrahim Adan (Head of Mission of IGAD to Kenya) and Maureen Achieng (IGAD Permanent Representative to the AU).

• Intergovernmental Relations Technical Committee (IGRTC): Appointed as members for a six-year term are Wilson Kuria Thuita, Silvya C. Apaa, Ahmed Kanyara Bishar, Pascalyne Ntang’enoi Kimiriri, Ken Riaga, Evalyn Chepkirui Aruasa, and Mary Nanjala Kilobi.

• Auctioneers Licensing Board: Chief Justice Martha Koome appointed Kelvin Mutuma Mbaabu as a member for three years.

• Kenya National Innovation Agency (KeNIA): Musalia Mudavadi appointed Evans Kituzi Avedi as Non-Executive Chairperson, alongside board members Nilfat Kassim Ali, Julius Yienga, Magdaline Chepkemoi, and Jihan Faisal Abass.

• National Cybersecurity Agency: Cabinet Secretary Kipchumba Murkomen appointed Dr. Joy Kibor Jerop and Lorna Ogolla Omondi as board members for three years.

• Coffee Board of Kenya: Mutahi Kagwe appointed Chebii Kilel, Emmanuel Leina Tasur, and Rosemary Kithira Muroria to the board.

• State Corporations & Education Councils:

o Prof. John Shiundu appointed Non-Executive Chairperson of the Bomet University Council.

o Moses Narok appointed Chairperson of the Kajiado National Polytechnic Council.

o Khadua Jimmy Kahindi appointed Non-Executive Chairperson of Coast Water Works Development Agency.

2. Infrastructure & Land Administration

• Naivasha–Kisumu–Malaba SGR Compulsory Acquisition: The National Land Commission (NLC) issued extensive corrigenda, deletions, and addenda affecting several dozen parcels across Kisumu County (including Chiga, Sidho West, and Kisumu Municipality blocks) on behalf of Kenya Railways Corporation.

• Title Revocations in Narok County: The Land Registrar in Narok issued formal notices to revoke multiple title deeds in the Cis-Mara/Talek, Kamurar, and Lemek sections following regularisation and validation findings that earlier titles were fraudulently or irregularly acquired.

• Survey Examinations: The Land Surveyors’ Board announced the Kenya Land Law Examination, 2026, scheduled for 3rd December, 2026, at the Kenya Institute of Surveying and Mapping (KISM), Ruaraka.

3. Water Utilities & Regulatory Tariffs (WASREB)

The Water Services Regulatory Board approved multi-year tariff reviews (2026/2027 to 2028/2029) and annual indexed adjustments for several water service providers:

• Kirinyaga County Water and Sanitation PLC (KICOWASCO): Approved upward tariff structures paired with mandated capital reduction programs for non-revenue water and loan repayments for the Kerugoya–Kutus project.

• Kiambu Water and Sewerage Co. (KIAWASCO): Approved revised tiered tariffs and mandated sewer/water line extensions in Tinganga, Ndumberi, and Riabai wards.

• Takaba Water and Sewerage Co. (TAWASCO): Approved tariffs with a mandatory annual KSh 50 million operational subsidy commitment from the County Government of Mandera.

• Indexation Adjustments: Rate updates published for Homa Bay County Water and Sanitation Co. and Tetu Aberdare Water and Sanitation Co. (TEWASCO).

4. Insolvency & Corporate Notices

• GT Flow Limited (formerly Twiga Foods One Limited): Mohamed Mohamed was appointed Administrator by the company’s board under the Insolvency Act, directing all creditor claims to be lodged within 30 days.

• Liquidations: Interim Liquidator notices issued for ECP Kenya Limited and appointment of Liquidator confirmed for Atlantis Finance Limited.

• Trade Union Restructuring: The Kenya Management Staff Union (KMSU) gave notice of its intention to change its name to the Kenya Union of Professionals and Supervisory Workers (KUPSW).

5. Major Environmental Impact Assessment (NEMA) Studies

• 60 MW Wind Energy Farm (Kajiado County): Proposed by National Cement Company Limited, comprising 38 wind turbines, a 33/220 kV step-up substation, and wayleave transmission line.

• Mosop & Suna Sugar Factories:

o 1,250 TCD Kabiyet-Mosop Sugar Factory with a 3 MW cogeneration plant in Mosop Sub-County, Nandi.

o 1,250 TCD Suna Sugar Factory with a 3 MW cogeneration plant in Suna East Sub-County, Migori.

• High-Density Residential Developments: Several high-rise projects submitted for public comment, including a 23-storey residential tower in Kileleshwa, an 18-storey development along Kabarnet Road (Kibra), and modern student hostel blocks for Mount Kenya University in Thika.
