James Mukhwana’s Statement sheds light on Ojwang’s Custodial Death

James Mukhwana, a constable at Nairobi’s Central Police Station, gave a statement to the IPOA on June 13, 2025, about Albert Ojwang’s death in custody. The 31-year-old officer, a cell sentry on June 7, described his role in the events, providing key details in the middle of public outcry.

Mukhwana said Deputy OCS IP Nganga called him to the OCS’s office at 7:30 PM, ordering him to arrange for remandees to “discipline” an incoming prisoner, Ojwang, under instructions linked to DIG Eliud Lagat. Hesitant but pressured as a junior officer, Mukhwana complied, noting a similar past incident at Langata Police Station.

Mukhwana paid a remandee, Ngige, 2,000 shillings from the OCS to organize others for the task. At Ngige’s request, he bought alcohol from the canteen to embolden them. Mukhwana worked with PC Kimani to execute the plan discreetly, avoiding suspicion.

Around 8:30 PM, Mukhwana moved remandees to a cell area for the “discipline” and handed duties to Kimani. The statement confirms Mukhwana’s logistical role under senior orders.

Mukhwana’s account, given to IPOA, points out to command dynamics and pressures in the station. He noted his rights to privacy and legal counsel, as the investigation probes accountability.
