Invitation to Share Views on the Penal Code (Amendment) Bill 2024

The National Assembly opens the door for public input following a significant proposal. The Penal Code (Amendment) Bill (National Assembly Bill No. 53 of 2024), introduced by Hon. Anthony Tom Olouch, MP, aims to remove section 226 of the Penal Code, Cap. 63, which deals with attempted suicide. This bill, first read on June 4, 2024, and referred to the Departmental Committee on Justice and Legal Affairs, now seeks your voice. The National Assembly, guided by Article 118(1)(b) of the Constitution and Standing Order 127(3), encourages everyone to participate, and we’re calling on you to help shape this change by submitting your memorandum.

The process is simple and open to all. The Clerk of the National Assembly invites stakeholders—individuals, groups, or organizations—to share their thoughts on the Penal Code (Amendment) Bill. Your memorandum can address the proposed removal of the attempted suicide offense, its implications, or any related concerns. You can access the bill at the National Assembly’s business table in the Main Parliament Buildings or online at www.parliament.go.ke/the-national-assembly/house-business/bills. To get involved, forward your memorandum to the Clerk of the National Assembly, P.O. Box 41842-00100, Nairobi, or hand-deliver it to the Office of the Clerk at the Main Parliament Buildings, Nairobi.
