On 2nd July 2020, The Public Procurement, Assets and Disposal Regulations 2020 came into force. The Secretary for Finance & Planning made the announcement vide a gazette notice published on 24th July 2020. The regulations are meant to operationalise The Public Procurement, Assets and Disposal Act 2015.
Key features include:-
- The Act will not apply to Bilateral & Multilateral Agreements involving negotiated loans for which the procurement procedures has been identified in the agreement.
- The National Treasury has been given the mandate of training and capacity building in procurement.
- The National Treasury shall publish a list of Common user item annually.
- The Review Board is to ensure accessibility of its services to all parts of Kenya.
- The regulations pertaining to a debarment of a supplier
- Use of e-tendering
